As I proof read the newest edition of the Piper that has yet to hit newsstands nationwide, I was happy to see these 2 notes made by Ken Mattis! The first is simply the traditional placement of the bunker rake at Highlands CC.
The second suggestion deals with the tee caddies on the par 3 tees. Let me first say, if you ever break a tee, regardless of what hole it is, please simply throw it off into the rough off the tee. Within 24 hours, a rough mower will be coming through and that broken tee will become fragmented in hundreds of microscopic pieces that are sure to become an organic amendment for future generations to enjoy. Piling up broken tees next to the tee marker detracts from the cleanliness and appearance of the golf course for the foursomes that come behind you. Again, you are not "littering" by tossing a broken tee off into the rough. If you tee is broken, it is likely because it is made a wood, a material found in many location around Highlands. Like Ken mentions below, disposing of broken tees in a trash can is also welcomed but not necessary if you simply throw it in the tall grass!
