Here are some excerpts from a 1977 Annexation Study that the Town of Highlands commissioned. They studied several areas including the Club, Mirror Lake (Cullasaja Heights), Bear Pen and Indian Hill, which I'm not sure were that is but sent an email to find out. Funny to think in the 1970's we had 5 officers and 1 patrol car! I wonder if they all rode together??? :)
